Land Grabbing disputes have Continuously Hindered the Presidential Pledge of Upgrading John Kale Karekyezi Institute of Health and Technology to a University.
Land grabbing disputes and conflicts within Kisoro District have remained the only Limiting factor for the fulfillment of the Presidential pledge of Upgrading of John Kale Karekyezi Institute of Health and Technology to a University.
The revelation was made by Assistant Commissioner of Government in charge of Secondary Education in the Ministry of Education and Sports Alfred Kyaka today during Day Two of the Annex 2 Programme for the Local Government Budget Consultative Workshop for Financial Year 2025-26, At Agaba Center in Kigongi Cell Central Division Kabale Municipality. He clearly explained that the issue of Land grabbing which has no solution as of now in the area of Kisoro has continuously halted the Government Plan of Upgrading John Lale Karekyezi Institute of Health and Technonolgy to a University Status, following the Presidential pledge in the 2021 Uganda General Elections’ Campaigns.
Assistant Commissioner, Kyaka came to this revelation following many concerns raised by Stakeholders from Kigezi region who attended this Workshop who inculded The Kabale Municipal Education Officer Grace Munyambabazi and and the Kisoro Municipality Mayor Richard Ndyana. These tow expressed their dismay over the Government’s failure to centralize Secondary Education to the full control of Local Government that has left it hanging.
They further explained that this hanging of Secondary Education has led to the failure to implement the TERA System for monitoring and reporting the Teachers’ attendance in schools where in Kigezi region Kanungu district has no Secondary school reporting to the Ministry of Education and Sports, with Rubanda having one school, St. Andrew’s Secondary School Rubanda and Rukiga with Rwamucucu Seed Secondary school.
President Yoweri Museveni welcomed the idea of establishing the John Kale Karekyezi University in Kisoro District in memory of the late Kalekyezi’s enormous contribution in the fight for Africa’s independence. And made the pledge during the 2021 Uganda General Elections’ Campaigns.
Kalekyezi is the late father of former Inspector General of Police Gen Kale Kayihura.
In 2017, the President laid a foundation stone for a new institution (The John Kale Institute of Science and Technology) and praised Kalekyezi as a great Ugandan Pan-Africanist who supported Africa’s anti-colonial movements.
