Kabale District Speaker Adjourns the District Council Meeting Over the Disagreements on Members of the District Service Commission.
Chaos has Stormed the Kabale District Rukiiko Hall during the Second Kabale District Local Government Council meeting as a result of disagreements on approval of Names of People to uptake positions on the District Service Commission Leading to its adjournment until further notice.
The Chaos started after the District Chairperson Hon. Nelson Nshangabasheija presented the Proposed names of the members to be vetted for the District Service Commission as proposed by the District Executive Committee and the Speaker of Kabale District Local Government Council Hon. Flavia Nyinakiiza Kanagyizi ruled that their considered persons and Curriculum Vitae, CVs be subjected first to the Council Committee of Finance, Planning Administration and Works for the vetting process but the Chairperson Hon. Nshangabasheija challenged the Speaker’s ruling and described it as a demand and failure of the Speaker to give Honourable Councillors a chance to debate the matter on the floor of the Council Session.

The Proposed Persons by the District Executive Committee led by the Chairperson included Mr. Bernard Tumukunde as the Chairperson of the Service Commission, Mrs. Jacqueline Njuyarwo and Ms. Peace Ndyamuhaki and were presented to the Council Meeting that happened today in the Rukiiko Hall at Makanga Hill in Central Division Kabale Municipality at the Kabale District Headquarters.
According to the Kabale District Chairperson Hon. Nelson Nshangabasheija urged that Honourable Councillors of the District Council should be given a chance to have an open debate on the floor of the Council Meeting. ” I would like members to be be free and discuss on this matter because I have not listened to anything from you, Honourable Members I beg you Kindly to show yourself on the floor because your here to represent people and your the ones to decide whether to send this matter to the sectoral Committee, the Power belongs to you, me am not satisfied because I have not seen your decision. ” Chairman Nshangabasheija said.
During a post Council Meeting press address, The Speaker of Kabale District Local Government Council Madam Flavia Nyinakiiza Kanagyizi told our reporter that Names of People are Proposed by the Executive which brings them to the Council for Scrutiny and vetting, if they accept them they forward them to Ministry of Public Service for further approval. But the Chairperson did not want to follow the procedures that governs business in the council, he got annoyed and some Councillors were divisive but when disagreements arose I decided as a Speaker that we receive the names read through their documents and then in the next Council we approve but , The Chairperson insisted that they are time bad.
Further more, The Speaker Madam Kanagyizi addressed the issue of time by saying that if the names were brought earlier today’s Council Meeting would have approved them but bringing them in the last minutes and start raising Concerns that the names were not approved does not make sense. ” Because we had ever approved a name in hurry but after reaching in the Public Service, it was bounced back, One of the names he had submitted had a lot of fraud surrounding it. We believe that names submitted are for people with strong CVs but the priority of first scrutinizing them before approving them caused the mess you have seen. Because Local Government Act states that we must look for an eligible person with at least a 10 Years Working experience with Government , with good and credible Academic Qualifications and a good moral Intergrity within the Society. ” Speaker Flavia Nyinakiiza Kanagyizi said.
The Continuous Disagreements between the Speaker and the District Chairperson called for the Adjournment of the Council Session until further notice when the Stakeholders of the District Leadership will sort out their grievances over the matter.
