We Have Halted NUP’s Rallies Over Lawlessness- IGP Byakagaba
President Yoweri Museveni has taken back Brig Gen Godfrey Golooba to Uganda People’s Defence Forces (UPDF) after serving as police’s director for Human Resource Development (HRD) for four years. Brig Gen Golooba was brought into the police force in 2019 alongside Brig Gen Chris Damulira the director Crime Intelligence, Maj Gen Jack Bakasumba who was Chief of Joint Staff and Brig Gen Jesse Kamunanwire who is the director Human Resource Management (HRM).
Museveni later took Maj Gen Bakasumba back to UPDF and he is currently serving as Chief of Joint Staff and he was replaced by Maj Gen Abel Kandiho who he has now assigned duties of being Senior Presidential Advisor. Museveni has also scraped off the title of Chief of Joint Staff in police which he created in 2019.
Also, Maj Gen Geoffrey Tumusiime, who has been acting as Inspector General of Police (IGP) after the retirement of Martin Okoth Ochola has been taken back to UPDF for redeployment. Ochola retired on March 04, 2024 after serving his six years as IGP and he declined the renewal of his contract. As a result, Maj Gen Katsigazi who was his deputy took over the mantle as they waited Museveni to appoint the substantive IGP.
Museveni on Friday named Assistant Inspector General of Police -AIGP Abbas Byakagaba who has been director Counter-terrorism as the new IGP. Byakagaba will be deputized by AIGP James Ochaya who has been serving as director of research. Byakagaba has been replaced by Senior Commissioner of Police -SCP David Waswa while Ochaya has been replaced by AIGP Erasmus Twaruhuukwa.
Other appointments include AIGP Nuwagira John who has been moved from the directorate of Operations Services (OPS) and taken to head Field Force Unit (FFU) replacing AIGP Fadhil Kaali, who has been assigned to head the Fire and Rescue directorate which was being headed by retired AIGP Joseph Mugisa.
SCP Moses Kafeero is now the HRD director replacing Brig Gen Golooba, SCP Frank Mwesigwa, is now the director OPS which was headed by AIGP Nuwagira, SCP Hadijja Namutebi is now Director Welfare and Production which was headed by now retired AIGP Charles Birungi, SCP Charles Kataratambi is Director Human Rights and Legal Services replacing AIGP Twaruhuukwa who is now in charge of research and planning.
Also appointed are SCP Ubaldo Bamunoba Ubaldo who is now the Chief Political Commissar replacing SCP Namutebi who is now Welfare and Production director, SCP Felix Baryamwisaki has bounced back as ICT replacing SCP Yusuf Ssewanyana whose next assignment has not been revealed.
For directors whose offices have been affected, SCP Fred Enanga, the police spokesperson said will be reassigned other duties by the new Inspector General of Police. “The entire police fraternity, would like to congratulate all newly appointed officers, whose background in law enforcement and policing, will enable them to effectively lead, the men and women of the Uganda Police Force, and promote top quality policing, as they continue to secure our country and make all people feel safe. We are confident they will embrace the changes necessary to bring out the best from the dynamic and committed workforce of the police,” SCP Enanga said.
Enanga added: “We also want to congratulate the outgoing team, for their dedicated public service and enormous contribution to the UPF. They continue to remain our Ambassadors and leave behind a legacy and team of leaders, ready to continue serving the UPF. We wish all of them, the best in their new assignments.”
